Boca del Álamo Fishery Rescue
The Boca del Álamo project is a community-driven fisheries management and territorial regeneration effort located in the East Cape region of Baja California Sur. Through a long-term process of capacity building, local fishermen, cooperatives, and community members have strengthened their ability to organize, make decisions, and manage their natural resources collectively.
A central outcome of this process is the development of a 15,000-hectare Zone of Fisheries Refuge (ZRP), currently in the final stage of federal approval. The community has established a formal governance structure, defined fisheries management rules, and implemented monitoring systems that allow them to track both ecological conditions and fishing activity. This work reflects a broader Sierra a Mar approach, where ecological, social, and economic systems are understood as interconnected and managed collaboratively.
Project highlight
Vanessa Lucero
Growing up in a fishing family in Boca del Álamo, Vanessa Lucero witnessed firsthand the decline of the marine life her community depends on—a result of decades of overfishing, coastal development, and the warming waters of the East Cape. This shift inspired her to become a leader in local conservation, and today she serves as a diver-monitor, gathering the essential data needed to restore abundance to the region. Supported by LegacyWorks’ decade-long commitment to regional resilience, Vanessa’s work proves that empowering local leadership can transform a shared history with the sea into a sustainable, thriving future.

"As human beings, we all have abilities that we don’t always recognize. Pablo helped me identify them and strengthen them. Today I have tools that I can use with other people to generate processes.”
