Sentinel Landscapes Resilience Advisor

An environmental attorney and conservation leader, Elizabeth Carter joined LegacyWorks Group as the Sentinel Landscapes Resilience Advisor in May 2026. In her role, she provides strategic support to Resilience Specialists and Sentinel Landscapes by advancing collaboration, partnership engagement, and resilience-focused conservation solutions that strengthen working lands, natural resource management, and military readiness.

Prior to joining LegacyWorks Group, Elizabeth served as Land Protection Director for The Nature Conservancy's Maryland/DC Chapter, where she led conservation and coastal resilience efforts across the Chesapeake Bay region, including projects focused on habitat protection, marsh migration, and landscape-scale adaptation planning in support of resilient natural and working lands. She earned a Bachelor of Arts in Philosophy from Muhlenberg College with a minor in Sustainability, as well as a Juris Doctor and Master of Environmental Law and Policy from Vermont Law School, where she specialized in Water Law.

Elizabeth is motivated by work that brings people together across sectors and perspectives to address complex environmental and community challenges. She is based on Maryland's Eastern Shore with her dog Archie, and in her downtime she can usually be found near the water, reading, or listening to music.
